Regulation (EU) 2025/40 (PPWR)

PPWR changes the rules

Reuse stops being a sustainability initiative and becomes a compliance obligation with dates attached.

  1. PPWR enters into force across the Union.

  2. PPWR applies in every Member State.

  3. Deadline for the EU rules on minimum rotations for reusable packaging.

  4. At least 40% of the transport packaging you use must be reusable within a re-use system. For transport between your own sites or partner companies, and for deliveries within one Member State, the figure is 100%.

  5. The goal rises to 70%. The regulation sets it as a best-effort target.

A controlled pool in which every pallet is identified, tracked, maintained and returned. VPP pallets are never sold. They stay inside the pool from production onwards.

The asset

Violet means returnable.

The EUR footprint every European warehouse already handles, in pool colour RAL 4008, with its identity applied at production. Each pallet is marked “Property of VPP - Not for sale”, so everyone in the chain can see it belongs to the pool.

Before you test VPP

Can we buy VPP pallets?

No. VPP pallets stay the property of the pool and are marked “Property of VPP - Not for sale”. You use them in your flows, and they come back for inspection and repair.

Will VPP pallets work in our warehouse?

They have the EUR footprint, 1200 × 800 × 144 mm, and are built to EPAL and UIC standards. They are designed for high-bay racking and automated handling, with a racking load of 1 000 kg on unsupported beams.

Why is there no price list on this page?

Terms depend on your markets and volumes. We prepare them after the first conversation.

What happens to a damaged pallet?

It is inspected on return and repaired where needed, then goes back into circulation.

What do we get for PPWR?

Polskie Opakowania issues a PPWR declaration of conformity together with the VPP pallet specification.

Does using VPP make our company PPWR-compliant?

The reuse targets in Article 29 apply to the company that uses the transport packaging, so compliance depends on your whole packaging mix. For the pallets in your flows, you get the declaration of conformity and the specification from one supplier.
